Microsoft has an unsupported "
Virtual CD-ROM Control Panel for Windows XP". This allows you to have a ISO file on your computer and have it appear like a CD-ROM/DVD-ROM in an optical drive. I use ISO files (CD or DVD compressed into a single file stored on your computer) all the time working with VMWare. This is a nice way to use those same files on my servers that require the physical disc but are across campus from my location (or city if working from home).
I should note two things: First, this does seem to work on Windows Server 2003 R2 with SP2, not just Windows XP. Second, it's an unsupported product, one reason is there is no setup, it will require you to manually install it. It's not daunting, but might cause the faint-of-heart to be apprehensive. Just following the Readme.txt to get it installed.
